The United States and China are preparing for a significant diplomatic conversation about how to manage the risks created by increasingly powerful artificial intelligence systems.

If it proceeds as proposed, it would be the first official bilateral discussion devoted exclusively to artificial intelligence since Donald Trump began his second term as U.S. president. The talks are expected to take place shortly before Trump and Chinese President Xi Jinping are scheduled to meet in Washington on September 24.
The timing reflects the rapid advancement of AI capabilities, particularly in autonomous AI agents and cybersecurity. Both countries are competing for technological leadership while confronting risks that can cross national borders.
This creates an incentive for limited cooperation because the same AI capabilities that could provide a strategic advantage could also create serious risks for both countries.
What Will the U.S.-China AI Talks Discuss?
One of Washington's main priorities is expected to be AI-driven cyberattacks.
Reuters reports that U.S. officials have proposed discussing ways to monitor attacks directed by artificial intelligence. One proposal would encourage American and Chinese AI laboratories to develop stronger self-policing mechanisms and share information that could help prevent AI-linked cyberattacks.

AI Cybersecurity Is Becoming a Diplomatic Issue

The European Union, by contrast, continues to pursue a more comprehensive regulatory approach.
This creates a complex global AI landscape. The United States, China and the European Union may all agree that AI requires safeguards, but their approaches to AI regulation and AI governance differ considerably.
Why the Talks Matter
The most important outcome may not be a major treaty or sweeping agreement. The talks could instead establish a communication channel between two countries whose AI industries are becoming increasingly powerful.
Such a channel could allow the United States and China to exchange information about serious AI safety incidents, discuss emerging cybersecurity threats and develop procedures for responding to cross-border AI crises.
